Development of Domestic Airports in 6 regions of Maldives

Pursuant to the regulation R-114/2021 (Cross-Subsidization of island/land/lagoon allocated for tourism) clause 7 (b), and the call for expressions of interest for financing and/or development of 6 domestic airports as per our advert no: (IUL)471-PIDS3/1/2021/252 (20th December 2021) has been amended.

We invite interested parties to submit expressions of interest for financing and/or development of 6 domestic airports as below.

Under the Cross Subsidy Model, the following 6 Airports are to be developed:

Following key points must be considered in submitting Expressions of Interest.

a) Each Airport development is a separate project.  The proponent shall clearly indicate which airport they are proposing finance the development of under this model.

b) The minimum amount that can be submitted for financing the development of an airport under this model is USD 3,000,000 (United States Dollars Three Million).

c) Proponents may submit Expressions of Interest for financing the total development or partial development of a specified airport.

d) The total investment proposed or committed under this model shall be set-off against the acquisition cost and/or the declared land rent of the island/land/lagoon allocated for tourism under this model.

e) Proponents must submit their Expressions of Interest under the Unsolicited Proposals Policy (USP) of the Government to the Ministry of Economic Development. Or e-mail to [email protected]. Completed USP application form must be submitted along with the letter of Expression of Interest.
