Consultancy Service for Preparation of Tender and Contract Documents and Project Management with Design Review, Site and Construction Supervision For 06^th Power Development Project

1. State Electric Company Limited (STELCO) invites sealed bids from interested and eligible parties for the above captioned tender.This request for proposal is open for both local and international bidders.

2. Interested and eligible Bidders may follow the below table accordingly to submit their proposals.

3. Key Dates:

• Those bidders who wish to participate may send an email to [email protected] and CC: [email protected] on or before 29^th January 2022 to get the documents and link for the pre bid meeting.

4. Minimum Eligibility Criteria

The bidder keen quoting for the work should satisfy the following minimum eligibility requirement:

• The Consultant should have at least ten (10) years of experience in the power sector, ten (10) years of experience in project management, and experience in at least three (3) consultancy project/assignments of design Review, installation, and commissioning of Diesel Generator Set based Power plants and transmission-level voltage of 132kV or greater.
• The Bidder must be an ISO 9001:2015, ISO 18001.
• The Bidder must have a more than 10 years of experience of Inspection, Site and Site QA/QC/Implementation/Supervision of Field quality assurance plan with power plants/Transmission/Distribution network at least but not limited to

a)      Inspection Techniques,

b)     Non-Destructive Examinations

c)      Documentation Review

d)     Quality Assurance/Surveillance

• The Bidder must be member of testing, Inspection, Certification Council.
• Single entity shall submit the bid and Joint Ventures are not allowed.
• Audited financial statements for the last three (03) years of the bidder
• Alternative professional staff shall not be proposed, and only one curriculum vitae (CV) may be submitted for each position.

The proposals which do not meet above conditions will not be evaluated. The verification of the minimum requirements may involve contacting directly with the owners of previous project completed by the bidders.

5. The Bid Validity shall be minimum hundred (100) days from the date of Bid opening. All Bids shall be accompanied with a Bid Security of USD 20,000.00 (Twenty Thousand Dollars Only) or equivalent in Maldivian Rufiyaa which is valid for Thirty (30) days beyond the validity of the bid. The Performance Security shall be 15% of the Bid Price. Bid Security and Performance Security shall be a bank guarantee letter (as per the format in the bid document), bank draft or an insurance policy.

6. A pre-bid meeting shall be held on Sunday, 30^th January 2022 at 11:00hrs local time. More details regarding the pre-bid meeting will be emailed to the bidders.

7. All Bids shall be forwarded and reach the below address on or before Sunday, 06^th February 2022, at 11:30 hrs local time.

• STELCO shall not be liable for the misplacement or premature opening for the unlabeled proposals.

9. Further instructions regarding the bid opening meeting will be emailed to the bidders.

10. It is in STELCO’s discretion to reject/cancel any bid which does not fulfil or comply with the above terms, at any time during the bid evaluation process. Also it is in STELCO’s discretion to cancel this invitation to bid at any time.
