REQUEST FOR EXPRESSION OF INTEREST

Corporatization Consultant (National)

The Thoddoo Council has decided to obtain the services of a Consultant in formulating a plan to develop and carry out activities of a Local Authority Company as provided for in Section 70 of Decentralization Act.

The Consulting services (“Services”) include providing guidance on achieving the Council objectives as per the Decentralization Act, and coordinate with Council members, and the technical staff in implementing all the components relating to corporate services provided by the local authority company or companies. The consultancy is expected to commence in November 2021.

The Thoddoo Council hereby invites eligible individual consultants to indicate their interest in providing the Services. Interested Consultants should provide a CV including information that demonstrates that they have the required qualifications and relevant experience to perform the Services.

The evaluation criteria are as follows:

-          A minimum Masters degree in Finance, Economics, Business Administration, or suitable equivalency.

-          Minimum 5 years’ experience in business administration, public finance, project management of related field.

The following aspects will also be considered as an additional advantage of the candidate:

-          Familiarity with the Public Finance Law, Decentralization Law, and the Companies Act.

-          Strong leadership, management and communication skills in presenting, discussing, and resolving conflicts with team members.

-          Good written and oral Dhivehi and English communication skills.

 

The successful candidate will be paid a monthly fee, depending on the qualification and experience.

Terms of Reference for

Corporatization Consultant (National)

 

  1. 1.       BACKGROUND
  • The Thoddoo Council has decided to formulate plans to form and implement its corporatization of economic activities as permitted in the Maldives Decentralization Act.
  • As per the Island Development Plan and the Land Use Plan, the Island Council, in achieving its objectives will be creating local authority companies, and utilize its resources most effectively and efficiently, while also generating revenue for the provision of citizenry services.
  • The Thoddoo Council wishes to contract a local consultant who will be responsible for the (1) formulate a written plan for the creation of the required corporate entities; (2) consolidate the inputs from the Council members and the technical team into a coherent framework; (3) provide overall policy direction and guidance to the high level management and policy makers at the Island Council.

 

  1. 2.       OBJECTIVES
  • The Consultant shall provide technical guidance, and advice on the overall policy direction to the senior management, and policy makers at the Island Council.
  • The Consultant shall ensure that legal requirements and obligations of the Council under the Decentralization Act and the Companies Act are fulfilled.
  • The Consultant will ensure that corporatization efforts of the Council are in conformity with the strategic development plans.

 

  1. 3.       SCOPE OF SERVICES
  • Prepare detailed business plans for the required areas of development as agreed with the Island Council
  • Prepare discussion papers to the Council members and policy makers of the Council, on the deliverable under the TOR, as requested and required by the Council.
  • Provide consultancy and advice on the implementation of the corporatization activities of the Council, including liaising with relevant government departments, external stakeholders, and other specific management staff.
  • Assist in the procurement process of hiring individuals and firms for the project.
  • Prepare and submit quarterly or annual updates/reports as required and requested by the Council.
  1. 4.       REPORTING OBLIGATIONS
  • The Consultant shall report to the Council on the status of the assigned tasks on a regular basis as agreed between the Consultant and the Council.

 

 

  1. 5.       REQUIRED EXPERTISE AND QUALIFICATIONS
