NOTICE OF REQUEST FOR PROPOSALS

  (Project Number: TES/2021/W-107)

1. The Republic of Maldives has received financing from the World Bank toward the cost of the Maldives Urban Development and Resilience Project, and intends to apply part of the proceeds toward payments under the contract the Design, Build and Operation of 10MLD Sewage Treatment Plant n Hulhumalé Phase 1.

2. The Ministry of Finance on behalf of the Ministry of National Planning, Housing and Infrastructure now invites sealed proposals from eligible bidders to Design, Build and Operate a 10 MLD sewage treatment plant to cater to the sewage from a population of 80,000 in Hulhumalé Phase 1. The proposed project also includes design, procurement, installation and commissioning of In Vessel Sludge Composting Plant for treatment of sludge produced at the STP and Installation and commissioning of Odour Control System for the STP. Design and Build is expected to be completed in 24 months and Operations and Maintenance period will be for 10 years.

3. The procurement will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised in November 2017, August 2018 and November 2020 (“Procurement Regulations”).

4. Interested Proposers shall register with the Ministry of Finance for the project from July 15, 2021 to September 13, 2021. Proposers are required: (a) make a payment of a non-refundable Registration fee of MVR 1,500.00 (Maldivian Rufiyaa One Thousand and Five Hundred) or USD 100.00 (United States Dollars One Hundred), through our online payment portal - Ban'deyri Pay (https://bandeyripay.finance.gov.mv/) or by electronic transfer to a designated bank account, information of which can be requested through email to below given email addresses; and (b) e-mailing the following information  to the below given e-mail addresses:

• Name and Address of the Bidder
• Name, e-mail ID and telephone numbers of the Contact Person(s)
• Copy of the Payment/Transaction Receipt.

5. A complete set of the RFP and related documentation shall be available on the Ministry of Finance website www.finance.gov.mv/tenders for downloading. The Employer shall not be held liable for any information not received by the Proposers, and it is the Proposers’ responsibility to verify the website for the latest information related to this notice.

6. Interested eligible Proposers may obtain further information by writing to the National Tender of the Ministry of Finance at the address in clause 10 of this notice, on or before 1330 hours Maldives Time on August 27, 2021.

7. All Proposals must be accompanied by Proposal Security in the form of an unconditional Bank Guaranteeof MVR 2,313,000.00 or USD 150,000.00 or an equivalent amount in a convertible currency for the project. The proposal security shall be valid for 180 days from the date of proposal opening.

8. A single-stage, two envelope RFP process will be used, and the Proposal will consist of (i) the Technical Part, without any reference to prices; and (ii) the Financial Part, as detailed in the RFP Document. The Technical and Financial Parts of the proposals shall be submitted simultaneously in two separate sealed envelopes.

9. The Proposal, both the Technical Part and the Financial Part, must be delivered to the address below on or before 16^th September 2021, 1400 hours. Electronic Procurement will not be permitted. Late Proposals will be rejected. The Technical Part of the Proposals will be immediately publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend at the address below.
