Design and Development of Customer Relationship Management Software Solution (CRM)

1. State Electric Company Limited (STELCO) wishes to re-tender the Design and Development of Customer Relationship Management Software Solution (CRM) due to the change in information. We invite sealed bids from interested and eligible parties for the above-captioned tender. This request for proposal is open for both local and international bidders.

2. Interested and eligible Bidders may purchase a complete set of Bidding Documents by emailing to the email mentioned below, during the following dates specified in the table below. Upon payment of a non-refundable fee of US$100.00 (United States Dollar One Hundred Only) or equivalent in Maldivian Rufiyaa, in cash or telegraphic transfer, documents shall be issued via email on all working days during the following dates mentioned in the table below.

  • Only Bidders who purchase the Bidding document can participate, and thus, the bid document is not transferable.

4. Evaluation Criteria 

A two-stage evaluation will be conducted for this tender. Bidders, who score a minimum of 70 points from the technical evaluation, will qualify for the financial evaluation.

The proposal will be evaluated based on the responsiveness to this RFP and contract will be awarded to the contractor with the highest combined score (under procurement evaluation including technical, delivery period and price) along with the considerations of the following factors such as:

  • Compliance with this RFP and Terms
  • Track record of the development of similar systems with references to client agreements, proposals, and payment references.
  • Qualifications of the firm and the technical team. 
  • Competitive Charges and Software Support Plan Options. 
  • Detail of services to be provided over project development period and support period. 
  • Demonstrated understanding of similar projects and technical domains. 
  • Approach to software testing, documentation and training. 
  • Responsive bidders shall be requested to give a presentation.

5. Minimum Eligibility Criteria

The bidder keen quoting for the work should satisfy the following minimum requirements:

  • The bidder should be a registered Maldivian company or a foreign company in the software development industry.
  • The bidder shall have practical knowledge and experience in developing CRM solutions and integrations. 
  • The bidder shall have experience in developing similar projects developments, integrations to third party API’s and database interfaces like Oracle Databases, SQL Server etc…
  • Bidders shall not subcontract the entire project development to local or foreign companies or any other third parties. 
  • The bidder can collaborate and partner with foreign firms, but the presence of local manpower is necessary to build up the capacity and competitiveness of the local firm to provide Maintenance support to the system as and required. 
  • The bidder should have adequate technical manpower to carry out the project and complete it on time.
  • There must be at least 1 full-time Project Manager with technical knowledge of IT Project Management 1Senior System Analysts with knowledge of System and Database Architecture and Design and minimum Developers having thorough experience on software development, design, architecture and testing, STELCO will monitor and verify them through CV and in person.
  • The Project Manager, System Analysts, Developers or any other technical member of the team must be involved in the project full time and should not leave until the product is accepted by the client, unless under unavoidable circumstances whereby permission to replace a particular resource may be sought in written form, from the STELCO on a condition that there would not be a major impact on the project. Thus, the bidder should have a bond signed with the personnel involved in the project at least for the period of the execution of the project.

 The proposal which does not meet above conditions will not be evaluated. The verification of these minimum requirements may involve visits of the STELCO officials to the bidder's premises. 

6. The Bid Validity shall be a minimum hundred (100) days from the date of Bid opening. All Bids shall be accompanied with a Bid Security of MVR 20,000.00 (Twenty Thousand Rufiyaa Only) or equivalent in United States Dollar, which is valid for Thirty (30) days beyond the validity of the bid. The Performance Security shall be 15% of the Bid Price. Bid Security and Performance Security shall be a bank guarantee letter (as per the format in the bid document), bank draft, or an insurance policy.

7. A pre-bid meeting shall be held on Tuesday, 01st September 2020 at 11:00hrs local time. More details regarding the pre-bid meeting will be emailed to the bidders who purchase the bid document.

8. All Bids shall be forwarded and reach the below address on or before Wednesday, 16th September 2020, at 11:00 hrs.

  • STELCO shall not be liable for the misplacement or premature opening for the unlabeled proposals.

10. Further instructions regarding the bid opening meeting will be emailed to the bidders who purchase the bid document.

11. It is in STELCO’s discretion to reject/cancel any bid which does not fulfil or comply with the above terms, at any time during the bid evaluation process. Also, it is in STELCO’s discretion to cancel this invitation to bid at any time.
