Request for Expressions of Interest

Procurement Officer

The Government of the Republic of Maldives through the Ministry of Environment and Energy (MEE) is implementing Environment Management and Climate Change related projects administered by the World Bank, and intends to apply part of the proceeds of these projects to payments under the contract for the services of Procurement Officer for the Project Management Unit (PMU), established within the MEE.

The objective of this assignment is to support the procurement activities being undertaken for the projects administered by the PMU/MEE with the responsibility for ensuring compliance with the World Bank guidelines on procurement and selection of consultants and the requirements of projects.

Key qualifications of the individuals who apply for the position are:

-   Minimum undergraduate degree

OR

have a diploma related to the field of assignment with five (5) years of experience in a similar assignment.

Procurement related training will be an added advantage.

-   Minimum three (3) years of work experience in government procurement/finance; with at least one (1) year in donor funded projects having responsibilities with a substantial content of his/her position in the procurement area (use of internationally accepted contract documents for works, goods and services);

-   Sound understanding of principles underlying good procurement practices and international agencies’ procurement guidelines; understanding of Government’s procurement Regulations/Act; analytical capability in identifying and resolving procurement issues is desirable;

-   Specialized knowledge of and significant experience in substantive areas/aspects of procurement (e.g. procurement of goods; various forms of construction contracts; selection/ contracting of consultant services; preparation of bidding/ contract documents for the international procurement of goods, works, services; public procurement policies/ practices) is desirable;

-   Knowledge and understanding of technical, commercial and legal aspects of procurement of the World Bank- financed project will be an added advantage.

-   Strong communication skills in presenting, discussing and resolving difficult issues.  Ability to work efficiently and effectively in a multidisciplinary team.

In additional to the above the consultant’s reputation of integrity and impartiality routed in independent from third parties shall be considered.

The Ministry of Environment and Energy now invites interested eligible individuals to submit their Expressions of Interest (EoI). Interested individuals must provide their CV with information demonstrating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.) covering the Key Qualifications listed above.

A candidate will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers dated January 2011.

Successful candidate will be paid an all inclusive monthly fee of MVR 25,000 to 30,000 depending on qualification and experience. The individual for this position will be hired, initially for a period of Twenty Four (24) months on fulltime basis and may be extended for a further period, based on need and performance.
