INVITATION FOR BIDS

 Development of procurement process based on life-cycle costing (Second Announcement)                                                                             

The Ministry of Environment (ME)  has received financial assistance from Global Environment Facility (GEF) administered by the United Nations Environment Programme (UN Environment) to reduce greenhouse gas (GHG) emissions through energy efficiency in the building sector under the project Strengthening Low Carbon Energy Island Strategies (LCEI) and intends to procure services for the development of procurement process for energy consuming equipment based on life cycle cost rather than initial cost.

The EOI requested by Ministry’s Advertisement No. (IUL)438-CCD/438/2019/178 dated 30^th  July 2019 has been cancelled due to insufficient interests, thus Ministry re-invites interested eligible consultants to submit proposals according to the TOR. 

Ministry invites eligible consultancy firms to submit proposals according to the TOR. The detail terms of reference for the consultancy is available to download from the ministry’s website (http://www.environment.gov.mv ) and also can be directly downloaded from this announcement.

The LCEI Project, is designed with a goal of market transformation for energy efficient technologies in buildings and the built environment in the Maldives; and promotion of energy efficiency investments in buildings. The project will not only target energy efficient technologies, but will also promote emerging low carbon energy technologies for the building sector.

Bid Clarification

Any clarifications to the bid may be sent to  below given mail addresses on or before 27^th  August 2019 at 0000hrs. Answers will be provided to all the queries received before the deadline and will be made available via the Ministry website (www.environment.gov.mv) on 29^th August 2019.

Bid Submission

Bids shall be submitted to the Ministry of Environment at the address specified below in this Invitation for Bids, on or before 1100 hours, Maldivian time on 08^th September 2019. Bids shall be submitted in sealed envelopes, with the title of the bid. Bid Opening date and time, and the name of bidder. Late bids, improperly labelled or sealed bids will be rejected and returned to the bidder.

Bid Validity and Bid Opening 

Bids shall be valid for a period of 60 days from the date of Bid of Opening. Bids will be opened at 1115 hours, Maldivian time on 08^th September 2019 in the presence of the Bidders who wish to attend the bid opening.

Proposals must be addressed as below

“Do not Open Before 08^th September 2019 at 1115 – Development of procurement process based on life-cycle costing” and the submitting party’s name and address
