1. The Government of the Republic of Maldives is implementing Accelerating Sustainable Private Investment in Renewable Energy (ASPIRE) Project with the support of Scaling Up Renewable Energy Program (SREP) and invites investors for Installation of 5MW Grid-tied Solar Photovoltaic System in the Greater Malé Region under Design, Build, Finance, Own, Operate, and Transfer Basis.
2. The Ministry of Finance, on behalf of Ministry of Environment (the Employer), wish to cancel the initial bidding process advertised under reference number (IUL)13-K/13/2019/23 and re-invites from eligible and qualified applicants to the Installation of 5MW Grid-tied Solar Photovoltaic System in the Greater Malé Region under Design, Build, Finance, Own, Operate, and Transfer Basis.
3. Bidding will be conducted through International Competitive Bidding (ICB) procedures consistent with article 3.18 of the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits and Grants by World Bank Borrowers dated January 2011, revised July 2014, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
4. Qualifications requirements are stated in the Pre-Qualification Document.
5. The applicant shall be registeredwith the Ministry of Finance from4th February 2019 to 17th March 2019between 0830hrs and 1200hrs on all working days, by: (a) payment of a non-refundable Registration fee of MVR 1,500.00(Maldivian Rufiyaa One Thousand Five Hundred) or USD 100.00,by cash/cheque at the Ministry of Finance between 0830hrs and 1200hrson all working days, or by electronic transfer to a designated bank account, information of which can be requested through email to [email protected]; and, (b) submitting in person or e-mailing the following information:
- Name and Address of the Bidder
- Name, e-mail ID and telephone numbers of the Contact Person(s)
- Copy of the Payment/Transaction Receipt.
6. A complete set of bidding documents and related documentation is available from 4th February 2019 on Ministry of Finance website www.finance.gov.mv for downloading free of cost. The Employer shall not be liable for any information not received by the Bidder. It is the Bidder’s responsibility to verify the website for the latest information related to this Bid.
7. Any clarifications to the project may be sent to the address in clause 9 of this invitation for Pre-Qualification on or before 1300 Hours Maldivian Time on Monday, 25th February 2019.
8. Submission of applications for pre-qualification must be received in a sealed envelope marked “Application for Pre-Qualification for Installation of 5MW Grid-tied Solar Photovoltaic System in the Greater Malé Region under Design, Build, Finance, Own, Operate, and Transfer Basis” to Ministry of Finance at the address specified Clause 9 of this Invitation, on or before 1300hrs Maldivian time on 18th March 2019, at which time they will be opened in the presence of the Bidders who wish to attend the opening. Late application will be rejected.
