1. The Government of Maldives (GoM) represented by the Regional Airports /Ministry of Tourism (RA) invites eligible investors, local and foreign with demonstrated financial capability to register their interest by submitting an Expression of Interest (EOI) for the development and operation of a Domestic Airport on any or both the following islands under Build Operate and Transfer (BOT) or Contractor Finance basis.

     - Maafaru        Noonu Atoll.

      - Maavarulu    Gaafu Dhaalu Atoll.

2. The EOI shall consist the following:

1. Name, title address and telephone number of the Investor or Principal who will serve as the Contract for this project.
2. Details of the individual firm, company or consortium, including company profile, expertise and resource capacity.
3. Brief background of senior management personnel.
4. Documents providing proof of financial capacity

• Evidence of adequacy of working capital for the project (access to line of credit and availability of other financial resources)
• Authority to seek references from the individual, firm, company or consortium’s bankers.

       Any other information the investor desires to submit to emphasize his strength on the project.

3. Interested parties may obtain further information from Regional Airports / Ministry of Tourism.

4. The EOI shall be submitted in a sealed envelope superscribed “Expression of Interest for the development and operation of a Domestic Airport”. The complete EOI indicating firm’s interest in the project, with all relevant information as requested above along with supporting documents shall be submitted in two copies on or before 24^th  February 2016 (Wednesday) 1400 hours to:

5. Upon receipt of EOI, a preliminary evaluation based on the background and capacity of parties will be conducted by RA. Shortlisted EOI proponents will be invited to submit Request for Proposal (RFP) by RA.

6. Regional Airports / Ministry of Tourism reserves the right to accept or reject any or all EOIs without assigning any reason thereto. Applications received after the deadline shall not be considered and we take no responsibility for any postal or other delays that may be caused in receiving the EOI.
