Technical Assistance for Capacity Building of Utility Company and the Operational Management Support of the Regional Solid Waste Management Facility

The Government of the Republic of Maldives has received financing from the International Development Association toward the cost of Maldives Environmental Management Project, and intends to apply part of the proceeds of this credit to payments under the contract for Technical Assistance for Capacity Building of Utility Company and assist the Operational Management Support of the Regional Solid Waste Management Facility at R.Vandhoo, Republic of Maldives.

The main objectives of this assignment are to provide operations support and technical assistance to build/strengthen management, technical, operational and logistical capacity of a Utility Company with no previous solid waste management experience to undertake the provision of solid waste management services in the North Region of the Maldives.  In addition to developing  a Plan of Management for a Regional Waste Management Facility which includes waste transfer by barge from inhabited islands and resorts in the North Region, incineration and residue disposal in an engineered controlled landfill, the firm is expected to provide operations support and training to the management and staff of the utility company in operating the regional waste management facility management for a period of at least six months to enable the Utility Company to be able to effectively manage the Regional Solid Waste Management Facility in R. Vandhoo.

The Ministry of Environment and Energy now invites eligible firms to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) at least 10 years demonstrated experience in planning and operating solid waste management (waste transfer, incineration and sanitary landfilling) facilities; (ii) experience in training a local firm to take over the management of the solid waste management facility; and (iii) experience of working on solid waste management in a developing country will be an added advantage. 

The attention of interested firms is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers dated January 2011, setting forth the World Bank’s policy on conflict of interest.

Firms may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A firm will be selected in accordance with the QCBS selection method set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers dated January 2011.
